Property Tax Rate General Information

Tax Rate Adoption
The ESD No. 2 as a tax-collecting entity is required to set a yearly ad valorem tax rate on all property within the area of the ESD No. 2. It is through this tax collection that the ESD No. 2 funds its operations. The tax rate must be adopted by the Board of Commissioners no later than September 30th of each year. The ESD No. 2 posts and/or publishes notices to the public as required by law of any proposed tax rate, public hearings, and meetings regarding the tax rate.

Tax Rate
In general, emergency service districts created under current law in the State of Texas can adopt a maximum tax cap of $0.10 per every $100 of property value at the tike of their creation. In addition, in some counties, the emergency services districts also collect a sales tax. 

 

The ESD No. 2 does not collect a sales tax. In addition, because the ESD No. 2 was originally created by the voters as a "Rural Fire Prevention Districts" operating under constitutional provisions existing at the time and was later converted by the Texas Legislature into an "Emergency Service District", the ESD No. 2's tax rate is capped at a maximum of $0.03. That was the cap at which rural fire prevention districts operated under before they were converted by the Legislature. Accordingly, unless approved by the voters through a tax rate election, the ESD No. 2  is capped to operating with a maximum tax rate of $0.03 while other ESDs created under current law can operate with a maximum cap of $0.10 per $100 of property valuation.  In keeping with its mission of being good fiduciary stewards of tax dollars, the ESD No. 2 Board of Commissioners has not only been able to meet the entity's mission but has also at the same time steadily maintained the tax rate substantially below the cap.

NOTICE OF MEETING TO VOTE
ON TAX RATE
A tax rate of $0.0074 per $100 valuation has been proposed by the governing body of Hidalgo County 
Emergency Service District No. 2.
PROPOSED TAX RATE         $0.0074 per $100 
NO-NEW-REVENUE TAX RATE    $0.0074 per $100 
VOTER-APPROVAL TAX RATE    $0.0081 per $100
 
The no-new-revenue tax rate is the tax rate for the 2024 tax year that will raise the same amount of property tax revenue for Hidalgo County Emergency Service District No. 2 from the same properties in both the 2023 tax year and the 2024 tax year.
 
The voter-approval rate is the highest tax rate that Hidalgo County Emergency Service District No. 2 may adopt without holding an election to seek voter approval of the rate.
 
The proposed tax rate is not greater than the no-new-revenue tax rate. This means that Hidalgo County Emergency Service District No. 2 is not proposing to increase property taxes for the 2024 tax year.
 
A PUBLIC MEETING TO VOTE ON THE PROPOSED TAX RATE WILL BE HELD ON September 12, 2024 AT 6:00 PM AT 800 E. Davis Road, Edinburg, Texas.
 
The proposed tax rate is also not greater than the voter-approval tax rate. As a result, Hidalgo County Emergency Service District No. 2 is not required to hold an election to seek voter approval of the rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the Board of Hidalgo County Emergency Service District No. 2 at their offices or by attending the public meeting mentioned above.

The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to limit the rate of growth of property taxes in the state. The following table compares the taxes imposed on the average residence homestead by Hidalgo County Emergency Service District No. 2 last year to the taxes proposed to be imposed on the average residence homestead by Hidalgo County Emergency Service District No. 2 this year.

NOTICE OF ADOPTED TAX RATE

A RESOLUTION AUTHORIZING THE HIDALGO COUNTY EMERGENCY SERVICES DISTRICT NUMBER 2 TO ADOPT THE TAX RATE FOR 2024.

WHEREAS, The Hidalgo County Emergency Services District Number 2 is a Political Subdivision established by the state statues of the State of Texas and;

WHEREAS, The Hidalgo County Emergency Services District Number 2 is authorized to levy and collect an Ad Valorem Tax on all Real and Personal Property within its jurisdiction pursuant to such statues and;

WHEREAS, This year's levy to fund maintenance and operations expenditures exceeds last year's maintenance and operations tax levy;

WHEREAS, THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE,

THE TAX RATE WILL EFFECTIVELY BE RAISED BY 0.68 PERCENT AND WILL INCREASE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000.00 НОМЕ BY APPROXIMATELY -$2.40.

NOW, THEREFORE, BE IT RESOLVED by the Hidalgo County Services District Number 2 that:

A. THE TAX RATE OF $0.0296 PER $100.00 VALUATION FOR 2024 IS ADOPTED.

PASSED, APPROVED AND ADOPTED on this 10th day of September 2024.
