About Us

Whats is an ESD?
An Emergency Services District (ESD) is a local political subdivision of county government created through an election process to provide fire protection and/or emergency medical services (EMS) in specific areas of Texas Counties. There are more than 310 ESDs in Texas. The Enabling Statute of an ESD comes from Chapter 775 of the Health and Safety Code. An ESD is a taxing entity which collects property taxes based on appraisals of real and personal property.

In 1987, Texas Legislator with voter approval, created the Emergency Services Districts under Chapter 775 of the Health and Safety Code. In the same year, the Hidalgo County Commissioners Court then created the Hidalgo County Emergency Services District #2. The ESD #2 is a political subdivision of Hidalgo County Precinct 1 and serves as a taxing entity to support emergency services within the Delta Area. The ESD #2, is governed by a board of commissioners of five, who are appointed by Precinct 1 Commissioner then approved through commissioners court.
HCESD #2 is funded through an Ad Valorem tax, which is based on appraisals of real property; such as single-family or multi-family dwellings, commercial property and raw land. The current rate is 0.02960 per 100. The Emergency Services District #2 provides resources to Delta Area Fire Departments in regards to training and equipment grants. The HCESD #2, finances Emergency Medical Services through a private contractor to the HCESD #2 jurisdiction.
Each month, the HCESD #2 Board of Commissioners, hold a public meeting to conduct the business of the HCESD#2. The agenda of the meeting is posted on this website and at the Hidalgo County Clerks Office.

BOARD OF COMMISSIONERS
The ESD No. 2 is governed by a board of commissioners that is appointed according to law by the Hidalgo County Commissioners Court. Commissioners on the ESD No. 2 board are appointed for two-year terms and can be reappointed for successive terms. To be eligible to be an ESD No. 3 commissioner, a person must reside in or own property within the area of the ESD No. 2.
